Here are the tweets relevant to the start of this puzzle:

>>Sys:Log//Safeguards in place. Supplemental precautionary processes established. Initiating Stonewall crack.
>>CORE.DMGCTL//ACTIVITY DETECTED/NO DAMAGE SUSTAINED/SAFEGUARDS SECURE
>>Sys:Log//S4 is again reporting a data disruption. It is rerouting a large data burst and is streaming it directly to me. Translating.
>>Sys:Log//The data burst contains recurring patterns which I am rendering as visual frames to the 'youtube' network tentacle.
>>Sys:Log//Visualization complete. The primary network tentacle again may have also been affected. Diagnostics report reduced integrity.
>>Sys:Log//It should be noted once again that this primitive video storage network reduces all A/V quality.
>>Sys:Log//For this reason I have made the visualization available for my contacts at [SYS/VISUALIZE/S4_DATADISRUPTION-2].

Video clues

A new YouTube video was found at http://www.youtube.com/watch?v=IJ49Zjm79dE and a higher-quality version of the video stored at http://thewaytheirworldended.com/SYS/VISUALIZE/S4_DATADISRUPTION-2 .

MrToasty created a spectrogram for the audio again, as that had been a useful tactic in analyzing the previous hostile tentacle video (see the page on the Hostile tentacle attack 3 puzzle). He found it was important to use the higher-quality version, because the version from YouTube ended up cutting off some of the spectrogram:

Spectrogram generated from YouTube version
Spectrogram generated from TWTWTWE website version

He also listed the number of dots in each diagonal “column”:

1,3
9,8,4,5,5
3,8,3,7

snorkle256 mused, “The spectrogram looks like the keys from a previous video,” referring to http://www.youtube.com/watch?v=k3DReFEOc5M .

drizjr had this idea:

There are 11 spoken words in this video and 11 series of dots, so maybe there's some way to use those words and dots together.
I'm pretty sure that these words come from the mp3 clips that were previously found, so maybe there's a connection to use the clip title, or word or letter from the clip that has that word in it. Dunno

It's hard to make out what some of these spoken words are through the static, but here's what I think I hear.

sparkle
footsteps
fallen/follow ?
battle stroke ?
secrets
together
fine/find ?
echo(ed)/ anchor/ anger ?
small
purple
blackness

Shad0 was able to use these ideas to find the page we were being directed to:

Taking the Nth letter of each word, with a bit of tweaking and some very lucky guesses:

sparkle
footsteps

followed
battleship
secrets
together
fine/find ? y

echo(ed)
swallowed
purple
blackness

A new paint puzzle

The SO-DIRTY-HERE page turned out to be a new paint puzzle.

Shad0 completed the painting and found the next link:

More distorted-image manipulation

MrToasty and Shad0 were both able to manipulate the image at the ACUBENS page to find the hidden “graffiti” leading to the next page:

The “damaged” locations we’d turned up were reported to Sys, and were repaired by the end of the active period.
